The present invention relates to an antimicrobial paint composition emitting far-infrared radiation and anions, and an antimicrobial paint containing the same, more specifically, to an antimicrobial paint composition which emits far-infrared radiation and anions useful for humans by containing a water-soluble binder for paint, a water-soluble rare earth element, and a natural material. Thus, harmful chemical materials such as formaldehyde or toluene generated from the wall of a concrete building or a finishing material can be effectively absorbed and decomposed, and to an antimicrobial paint containing the same.
