PROBLEM TO BE SOLVED : To provide a hydrogen storage alloy and a hydrogen storage alloy electrode, which enhance output characteristics and durability of an alkaline storage battery at the same time. SOLUTION : The hydrogen storage alloy for an alkaline storage battery has a composition represented by formula of LaxReyMg1-x-yNin-m-vAlmTv(where, Re is at least one kind of element selected from rare earth elements including Y (except La), and T is at least one kind of element selected from Co, Mn, Zn, Fe, Pb, Cu, Sn, Si and B, 0.17≤x≤0.64, 3.5≤n≤3.8, 0.10≤m+v≤0.22, and v≥0), with a main phase of an A5B19type structure, with a ratio X/Y of a concentration percentage X (A1/Ni) (%) of aluminum (Al) to nickel (Ni) of a surface layer to a concentration percentage Y (Al/Ni) (%) of aluminum (Al) to nickel (Ni) of a bulk layer to be 0.36 or more and 0.84 or less.
