PROBLEM TO BE SOLVED : aluminum sulfate solution as a raw material, aluminum sulfate solution which overcomes disadvantages of the method for manufacturing a flocculating agent, and provide a flocculating agent. SOLUTION : pure water stored in the first tank 1 mimizuri powder and calcium carbonate is charged as the coagulant aid, sufficiently stirred and mixed by stirring. The tank 1 into the tank 2 from the first aluminum sulfate solution (preferably substantially redistributed sulfate) is thrown violently agitating and calcium carbonate powder by mimizuri after melting, first a stirring machine installed in a tank 1 is stopped, and the appropriate time (step S30).
