PROBLEM TO BE SOLVED : To provide an economical and efficient formulation of an earthwork material which can suppress the elution amount of harmful substances including fluorine, boron and heavy metals (arsenide, selenium) in sewage sludge incineration ash under an acidic environment to a value below the soil environmental standard in an earthwork material using the sewage sludge incineration ash.
SOLUTION : The earthwork material includes (A) sewage sludge incineration ash having the elution amount over the soil environmental standard of one or more materials selected from fluorine, boron, arsenide and selenium under an acidic environment, (B) a calcium aluminate, (C) an aluminum sulfate, (D) lime and (E) an alkali metal phosphate.
