PROBLEM TO BE SOLVED : To provide an economical and efficient formulation of an earthwork material which can suppress the elution amount of harmful substances including fluorine, boron and heavy metals (arsenide, lead) in a bottom sediment under an acidic environment to a value equal to or below the soil environmental standard (Notification No.46 of the Ministry of the Environment) in an earthwork material using the bottom sediment and paper sludge ash.
SOLUTION : The earthwork material includes (A) a bottom sediment having the elution amount over the soil environmental standard of one or more materials selected from fluorine, boron, arsenide and lead under an acidic environment, (B) paper sludge ash, (c) a calcium aluminate, (D) an aluminum sulfate, (E) lime and (F) an alkali metal phosphate.
