The present invention relates to an apparatus and a method for producing a synthesis gas composed of hydrogen and carbon monoxide through RWGS that conducts a reaction of carbon dioxide of biogas, which is a major greenhouse gas, with hydrogen produced by using electricity generated from new renewable energy to convert the same into a clean liquid fuel.
