Provided is a highly practicable and highly economical insolubilizing agent for specific toxic substances, said insolubilizing agent being to be applied to soil or soil surface and being useful in insolubilizing heavy metals and so on, which can effectively insolubilize and fix the heavy metals and so on, which can provide a treated matter that is neutral and reusable and, therefore, environmentally friendly, and which can strengthen the treated matter, if required, so as to prevent re-elution of the heavy metals and so on even if the treated matter is exposed to neutral or acidic conditions. An insolubilizing agent for specific toxic substances that is to be applied to soil in a state of avoiding a strongly alkaline region of pH 11 or higher, characterized by comprising an amorphous aluminum compound or a derivative thereof as the main component; an insolubilizing agent for specific toxic substances that is to be applied to soil containing heavy metals and so on in a state of avoiding a strongly alkaline region of pH 11 or higher, said insolubilizing agent comprising gypsum that is blended with 0.5-60 mass parts, per 100 parts by mass of gypsum, of an amorphous aluminum compound or a derivative thereof, and also functioning as a solidifying agent; and a soil improvement method using these insolubilizing agents. |
