PROBLEM TO BE SOLVED : To provide a reforming catalyst for hydrogen production that can be used for hydrogen production in a fuel cell system using a hydrogen source such as hydrocarbon as a raw material over a long period of time and to provide a hydrogen producing apparatus using the catalyst and a fuel cell system.
SOLUTION : A reforming catalyst for hydrogen production includes : an inorganic composite oxide carrier containing alumina and carrying a rare earth metal oxide and an alkali earth metal oxide; and cobalt and rhodium carried on the carrier.
