PROBLEM TO BE SOLVED : To provide an agent for treating earth and sand, which can prevent powder dust generated from earth and sand and can suppress odor for an extended period. SOLUTION : The agent for treating earth and sand contains a plant essential oil containing cedrene, benzaldehyde, cedrol, thujopsene, pulegone and α-terpineol; and an aqueous resin. The plant essential oil preferably contains, based on 100 pts.wt. of cedrene : 65-85 pts.wt. of bennzaldehyde; 55-75 pts.wt. of cedrol; 50-70 pts.wt. of thujopsene; 35-55 pts.wt. of pulegone; and 25-45 pts.wt. of α-terpineol.
