PURPOSE : A cooling water composition for an internal combustion engine is provided to constantly maintain the temperature of a combustion chamber, thereby improving the fuel efficiency and reducing the exhaust gas.CONSTITUTION : A cooling water composition is manufactured by a step of manufacturing ion activated in water by a hydrogen-generating method; a step of mixing 55-65% of the alkali-reduced ion activated water, 10-25% of a natural mineral, 10-25% of germanium powder, 10-20% of jade, 1-3% of silicate, 1-3% of calcium, 1-3% of rare earth cerium and molybdenum; and a step of heating, measuring, and filtering the mixture.
