PROBLEM TO BE SOLVED : To provide a rare-earth magnet having an excellent corrosion-resisting property. SOLUTION : A rare-earth permanent magnet 1 is formed of a magnet element 3, and a protective layer 5 formed to cover all over the surface of the magnet element 3. The protective layer 5 has a first layer 2, a second layer 4 and a third layer 6 sequentially from the side of the magnet element 3. The first layer includes at least a rare-earth element, iron and oxygen. The second layer includes at least a rare-earth element and oxygen, and is formed of non-crystalline layer.
