PROBLEM TO BE SOLVED : To provide a varnish containing a fluorinated polyimide precursor in which a rare earth metal is added at a high concentration, and to provide an optical waveguide amplifier using it. SOLUTION : This varnish comprises a photodoping material formulated by mixing a composite, obtained by reacting the rare earth metal salt with a metal alkoxide, and a carboxylic acid compound in an organic solvent, as well as the fluorinated polyimide precursor.
