PROBLEM TO BE SOLVED : To provide a steel having excellent toughness in the weld heat affected zone which comprises precipitates uniformly dispersed into the steel and exhibiting pinning effect even in the vicinity of a bond in high heat input welding. ŽSOLUTION : The steel having excellent toughness in the weld heat affected zone has a composition comprising, by mass, 0.001 to 0.15% C, 0.05 to 0.5% Si, 0.5 to 2.0% Mn, >0.010 to 0.08% Al, 0.0005 to 0.0100% O, 0.0005 to 0.0100% S, and 0.0010 to 0.0200% rare earth metals in the range where inequality (1) of 0.2≤REM/(Mn×O)≤1.20, inequality (2) of REM/(Al+Si)≥0.010, and inequality (3) of Mn×S≥0.00294 are valid, and the balance Fe with inevitable impurities.
