PROBLEM TO BE SOLVED : To provide reconditioned sand or an earthwork material which is obtained from a material mainly composed of concrete scraps and of which the level of hexavalent chromium eluted from the concrete scraps and the like is highly controlled. SOLUTION : A material (A) which is mainly composed of concrete scraps and of which the ratio of particles having a length of 10 mm or less is 90 nass% or higher and air-cooled blast furnace slag (B) of which the ratio of particles having a length of 10 mm or less is 90 mass% or higher are mixed. Since the air-cooled blast furnace slag (B) of the optimal particle size which suits the particle size of the material (A) is blended, the air-cooled blast furnace slag can exert its reduction capability to the maximum extent and thus the hexavalent chromium in the concrete scraps is effectively reduced.
