PROBLEM TO BE SOLVED : To provide a developer carrier increasing magnetic polarity of a magnet roller with a small diameter and having excellent rigidity. ?SOLUTION : The image forming apparatus is provided with a developing sleeve 5 and the magnet roller 6 installed in the developing sleeve 5. The magnet roller 6 is provided with a cylindrical shaped roller main body 61 and a shaft 63 which is integrally formed with both ends of the roller main body part 61 in a developer carrier 4 to which a rare earth magnet block 65 is installed in a recessed groove 64 extending in the axial direction on an outer periphery surface of the magnet roller 6.
