PROBLEM TO BE SOLVED : To provide a fuel battery cell excellent in long-term stability and excellent in electrode performance at a low temperature, and to provide a fuel battery using the same. SOLUTION : This fuel battery cell is formed as to form an oxygen electrode 5 on one side of a solid electrolyte 1 and a fuel electrode 3 on the other side, wherein the oxygen electrode 5 has oxygen ionic conductivity and electron conductivity, and first particles 7 containing Ce and rare earth elements Re (except for Ce) are combined onto second particles 9 having electron conductivity, and each of first particles 7 consists of a central portion 7a and a surface layer 7b surrounding the central portion 7a, wherein the surface layer 7b comprises a compound oxide with Ce having a valence of less than tetratomic and rare earth elements (except for Ce).
