PROBLEM TO BE SOLVED : To provide a catalyst having excellent chemical stability under an acidic atmosphere and containing a non-platinum catalyst with high catalytic activity, and to provide a cathode catalyst layer, membrane electrode assembly, and a fuel cell.
SOLUTION : The catalyst is a complex comprising : a rare earth oxo-acid salt carrier containing an element L consisting of at least one selected from rare earth elements, and an element X consisting of at least one selected from the group consisting of B, P, Mo, W, and S; and an oxide particle supported on a surface of the rare earth oxo-acid salt carrier and containing an element M consisting of at least one selected from the group of Mn, Fe, Co and Ni.
