PROBLEM TO BE SOLVED : To enhance dehydrating efficiency in bag dehydration and also prevent the discharge of a hazardous material. SOLUTION : A method for filling water-containing earth and sand such as cohesive soil and silt into a water-permeable bag body comprises applying a direct-current voltage to the water-containing earth and sand in a bag body 5 using a pair of electrodes 10 and 11, generating an electroosmotic phenomenon to facilitate the movement of gap water between soil particles, and also capturing the hazardous material which is ionized to be dissolved in water and ionized by a direct-current electric current on the surface of electrodes 10 and 11 by cataphoresis.
