PROBLEM TO BE SOLVED : To provide a boiler treatment agent capable of easily and surely treating harmful substances in a boiler ash which solves a problem that a conventional method is hard to surely treat the harmful substances in the boiler ash to make them an environmental standard value or below at the same time and a troublesome operation is required to surely treat the harmful substances although the boiler ash discharged from a boiler using a vapor sludge, a coal, etc. as a fuel is a resource effectively usable as a reforming material for a concrete, a soil conditioner, a drainage performance improver, etc. but has the harmful materials such as B, F, Se and As, and therefore various methods have been proposed since before to make an elution amount of these harmful materials the environmental standard value or below. SOLUTION : The boiler ash treatment agent comprises an alkaline-earth metal hydroxides of 40-95 wt.%, a phosphoric acid salt of an alkaline-earth metal of 1-60 wt.% and clay minerals of 0.1-40 wt.% (the total of the alkaline-earth metal hydroxides, the phosphoric acid salt of the alkaline-earth metal and the clay minerals is 100 wt.%).
