PROBLEM TO BE SOLVED : To provide a method of manufacturing a desallination polycondensation based polymer in which a desallination polycondensation reaction is stably and effectively performed, thereby a polymer having a desired a molecular weight can be easily obtained and a purification process after the end of the desallination polycondensation reaction is simply performed in a shorter time. ŽSOLUTION : The method of manufacturing a desallination polycondensation based polymer includes a process in which a desallination polycondensation reaction is performed using an alkaline metal salt catalyst and/or an alkaline-earth metal salt catalyst, wherein the desallination polycondensation reaction process uses a powder which has a specific surface of 0.8 m2/g and in which an amount passing through a sieve of 45 μm mesh is 20% by mass in a particle size measurement by a sieve method as an alkaline metal salt catalyst and/or an alkaline-earth metal salt catalyst.
