PROBLEM TO BE SOLVED : To provide a rare gas fluorescent lamp capable of preventing an effective light emission region from being reduced by surely preventing creeping discharge 5 from widely expanding to an arc tube inside surface even when a conductive substance is arranged to improve startability. SOLUTION : This rare gas fluorescent lamp is provided with : an arc tube having a fluorescent substance applied to the inside surface thereof, and filled with a rare gas; a plurality of strip-like external electrodes arranged on the outside surface of the arc tube; and a conductive substance arranged on the inside surface of the arc tube corresponding to the parts with the external electrodes arranged thereon. The rare gas fluorescent lamp is characterized in that a dielectric layer is formed to cover at least one of the external electrodes in the circumferential direction when viewed from the internal space of the arc tube in the vicinity of the conductive substance.
