It has a chemical composition, which satisfies specified equations. A ferritic steel sheet comprises (mass%) carbon (C) (not >0.02), silicon (Si) (0.7-1.1), manganese (Mn) (not >0.8), nickel (Ni) (not >0.5), chromium (Cr) (8-less than 11), (N) nitrogen (not >0.5), niobium (Nb) (0.1-0.5), titanium (Ti) (0.07-0.25), copper (Cu) (0.02-0.5), boron (B) (0.0005-0.02), vanadium (V) (0-0.2), calcium (Ca) and/or magnesium (Mg) (0-0.01), yttrium (Y) and/or rare earth elements (0-0.2), and iron (Fe) and impurities (balance). It has a chemical composition, which satisfies equations (1)-(3). 3Cr + 40Si >= 61 (1) Cr + 10Si = 21 (2) 420C - 11.5Si + 7Mn + 23Ni - 11.5Cr - 12Mo + 9Cu - 49Ti - 25(Nb + V) - 52 Al +470 N + 189 = 70 (3).
