PROBLEM TO BE SOLVED : To provide a rare gas immobilizing device and immobilizing method, capable of effectively immobilizing rare gas. ŽSOLUTION : This rare gas immobilizing device 10 is provided with a rotary target 14 having a deposition film 18 of lithium on the surface, a gas introducing pipe 23 to introduce gas including the rare gas, and a plasma generating device 21 for generating a plasma column 24 of gas introduced from the gas introducing pipe 23. The plasma column 24 of rare gas is generated by the plasma generating device 21 using gas introduced from the gas introducing pipe 23, and the plasma column 24 is radiated to the deposition film 18 on the surface of the rotary target 14, so that the rare gas is immobilized in the deposition film 18. For keeping the deposition film 18 on the surface of the rotary target 14 at room temperature, a water cooling tube 15 for cooling it with tap water is provided, preferably.
