PROBLEM TO BE SOLVED : To provide a light-emitting element capable of preventing an increase in driving voltage, and to provide a light-emitting device which reduces power consumption by including the light-emitting element.
SOLUTION : An EL layer is provided between an anode and a cathode; a first layer, a second layer, and a third layer are provided between the cathode and the EL layer; the first layer is provided between the cathode and the second layer to be in contact with the cathode and the second layer and made of a hole transporting substance and an acceptor substance; the second layer is provided between the first layer and the third layer to be in contact with the first layer and the third layer and made of a phthalocyanine material; the third layer is provided between the second layer and the EL layer to be in contact with the second layer and the EL layer and includes alkali metal, alkali earth metal, rare-earth metal, an alkali metal compound, an alkali earth metal compound, or a rare-earth metal compound. The phthalocyanine material includes a metal-oxygen bond.
