PROBLEM TO BE SOLVED : To provide a steam reforming catalyst using nickel whose activity is hardly decreased even at a low pressure and a low steam/carbon ratio and which deposits a small amount of carbon and can be used stably for a long time even by DSS (daily start-up and shut-down) operation.
SOLUTION : The steam reforming catalyst includes a carrier containing alumina, and a first rare earth element oxide, a first alkaline earth element oxide, nickel, a platinum group metal, and a second rare earth element oxide and/or a second alkaline earth element oxide which are supported by the carrier. The amount of carried nickel is 1-30 mass% in outer percentage based on the mass of the carrier. At least either the nickel or the platinum group metal and the second rare earth element oxide and/or the second alkaline earth element oxide are arranged so as to come into contact with each other.
