PURPOSE : A light emitting device and a light emitting apparatus are provided to reduce power consumption by driving the light emitting device with a low voltage.CONSTITUTION : A first EL(Electro Luminance) layer(103) is formed on an anode. A first layer is formed on the first EL layer. A second layer is contacted with the first layer. A third layer includes a transition metal oxide and materials with a hole transporting property and is overlapped with the second layer. A second EL layer(107) is formed on the third layer. A cathode is formed on the second EL layer. The first layer includes alkali metal, alkaline earth metal, rare earth metal, alkali metal compound, alkali earth metal compound or rare earth metal compound.
