PROBLEM TO BE SOLVED : To provide a wear resistant steel sheet combining wear resistance and low temperature toughness, and to provide its production method. ŽSOLUTION : The wear resistant steel sheet has a composition comprising, by mass, 0.10 to 0.30% C, 0.05 to 1.0% Si, 0.1 to 2.0% Mn, ≤0.020% P, ≤0.005% S, 0.10 to 1.40% W and 0.0003 to 0.0020% B, and, further comprising 0.005 to 0.1% Ti and/or 0.035 to 0.1% Al, and the balance Fe with inevitable impurities. Thus, the steel sheet has high hardness in the surface layer part, and has excellent wear resistance and excellent low temperature toughness as well. Instead of single incorporation of W, Mo and W may be compositely comprised so as to satisfy 2Mo+W : 0.10 to 1.40%. The steel sheet may further comprise Nb and/or one or two groups selected from a group (a) : one or more selected from Cu, Ni, Cr and V, and a group (b) : one or more selected from Ca and rare earth metals.
