PURPOSE : A method for manufacturing low carbon and low phosphorus steel using a mini-mill is provided to manufacture low carbon and low phosphorus steel by reduction in the outflow of slag.CONSTITUTION : A method for manufacturing low carbon and low phosphorus steel using a mini-mill comprises following steps. In order to minimize re-phosphatization phenomenon, supplementary raw material is put into an electric furnace before the molten metal is put-out to a ladle. Deoxidant is put into the ladle, and early deoxidation is performed for desulfurization promotion when the molten metal is put out to the ladle.
