PROBLEM TO BE SOLVED : To provide a method for allocating earnings obtained by the content distribution partnership among a plurality of ISPs, to each ISP.
SOLUTION : An ISP information input processing part 101 stores ISP information, which at least includes the number of users and the number of rare contents, not possessed by other ISPs, that are accommodated in each ISP and inputted from an input device, in a storage device. An allocation calculation processing part 102 uses the ISP information including the number of users and the number of rare contents so as to calculate the degree of contribution of each ISP to the partnership. An allocation output processing part 103 outputs the degree of contribution of each ISP to the partnership, calculated by the allocation calculation processing part 102, to an output device. In addition, in the allocation calculation processing part 102, a Shapley value in a coalitional game is used as the earnings allocation to each ISP.
