PURPOSE : A steam reforming catalyst and a hydrogen producing apparatus using thereof are provided to improve the mechanical strength and the long-term reforming performance of the hydrogen producing apparatus by using the steam reforming catalyst.CONSTITUTION : A steam reforming catalyst is obtained by the following steps : dipping 2~25parts of rare earth element oxide by weight and 0.1~15parts of alkaline-earth element oxide by weight to alpha-alumina with the BET non-surface area of 3~30squaremeter/g; and dipping 0.3~5parts of ruthenium by weight as a reactive metal, to a carrier obtained from the previous step.
