PROBLEM TO BE SOLVED : To provide an apparatus for cleaning water, the construction cost or maintenance cost of which can be reduced. SOLUTION : This apparatus for cleaning water is constituted so that water is cleaned by using a water activating agent constituted of a gravelly material obtained from a mixture of porous lapillus, which is oxidized/sterilized to improve the adsorption property and air dissolving efficiency thereof and is made suitable as the culture medium of a microbe, with black earth and/or a powdery material obtained by powdering a clay-like material. The apparatus for cleaning water is provided with : a first stage tank for continuously receiving the water to be treated from the upstream side and storing a predetermined amount of the water to be treated; a second stage tank for continuously receiving the water which is to be treated and is discharged from the first stage tank and storing a predetermined amount of the water to be treated; and a communicative port for making the water to be treated in the first stage tank communicate with the water to be treated in the second stage tank.
