PROBLEM TO BE SOLVED : To provide a cleaning catalyst exhibiting excellent performance when used for removing NOx even when a noble metal is not used in the cleaning catalyst as an essential component and to provide a catalyst for cleaning exhaust gas, which is formed by using the cleaning catalyst. SOLUTION : The cleaning catalyst contains a transition metal oxide and has the oxygen-electron bond energy of ≥528.8 eV. In another embodiment, the cleaning catalyst contains the transition metal oxide and an alkaline earth metal and/or an alkali metal so that at least a part of the transition metal oxide is in contact with at least a part of the alkaline earth metal and/or the alkali metal, and has the oxygen-electron bond energy of ≥528.8 eV. In further another embodiment, the catalyst for cleaning exhaust gas is obtained by forming a catalyst layer, which contains the cleaning catalyst containing the transition metal oxide and having the oxygen-electron bond energy of ≥528.8 eV, on an integral structured carrier.
