PROBLEM TO BE SOLVED : To provide a plasma display panel having low discharge voltage even though a discharge gas containing a high-concentration xenon gas is used in order to improve light-emitting efficiency.
SOLUTION : In a protection film for a plasma display panel for protecting a dielectric layer on a front substrate forming the plasma display panel, a secondary electron discharge coefficient to the xenon gas is 0.05 or more, and xenon density in the discharge gas is set up to be 15% or more. The protection film is formed by a mixed material of magnesium oxide and rare-earth elements. The rare-earth elements of 0.7-1.6 mol% is contained in the protection film. Selenium is preferable as a rare-earth element.
