PROBLEM TO BE SOLVED : To solve such a problem that such catalysts of heavy metals and rare earth elements are known as honeycomb or packed layer catalysts but since the surface area of an active substance of such catalysts is small, a sufficient catalytic effect of such catalysts can be supplemented only by the additional use of platinum and compounds of rare earth elements and cobalt exhibit the catalytic effect only on the surface improved by platinum and allow an increased lifetime; and to provide a method for taking the place of platinum almost completely, increasing the lifetime and improving the catalytic effect substantially.
SOLUTION : A crystal phase of the catalyst active substance is formed on a carrier by using a multistage crystallization process using compounds of rare earth elements and cobalt or manganese.
