PROBLEM TO BE SOLVED : when the air-fuel mixture is produced for sucking air in the atmosphere before mixing radioactive rare earth ore due to its negative ionization action by a single molecules and oxygen molecules, good association of fuel combustion by changing, thereby to enhance the efficiency of combustion, and reduce the amount of exhaust gas. SOLUTION : the gas passing holes in a honeycomb net and the inner faces of the whole outer surface including a radioactive rare earth ore 1 μm grinding and is attached to the filter and, porous non-woven fabric or woven fabric as a whole of the fabric 1 μm grinding the adhering radioactive rare earth ore, surrounded by a fabric of a heat-resistant material, the width of the belt and the like and an air activation means, as described above, porous non-woven fabric or woven fabric as a whole of the fabric 1 μm grinding the adhering radioactive rare earth ore, fabric of heat-resistant material and surrounded by a short belt and an engine comprising a fuel activation means for activating auxiliary air and fuel.
