PROBLEM TO BE SOLVED : To provide a magnetic recording medium which has superior electromagnetic transfer characteristics, as well as, superior running durability, and storage stability. SOLUTION : Ferromagnetic powder has a first membrane and a second membrane, in this order, on the surface of a metal particle. The first membrane contains oxide of rare earth element and/or oxyhydroxide as primary components, and the second membrane contains oxide of silicon and/or oxyhdroxide as primary components. Furthermore, the metal particle includes Fe and/or Co as the main components. A magnetic recording medium has a magnetic layer which contains ferromagnetic powder and binder on a non-magnetic support. The ferromagnetic powder is aforementioned ferromagnetic powder.
