PROBLEM TO BE SOLVED : To provide a method for improving earth and sand, with which a large amount of earth and sand having a high water content is treated at a low cost and a large amount of chaff is used by mixing earth and sand having a high water content with chaff powder instead of an expensive fibrous substance.
SOLUTION : Dredged earth and sand 2 having a high water content dredged by a dredging construction 1 is mixed with chaff powder 6 obtained by pulverizing chaff 4 in a pulverizing process 5 requiring two processes in a fixed ratio and optionally with an extract 9 containing alginic acid extracted from marine algae and mixed and stirred in a mixing and stirring process 7. As a result, plasticization or aggregation of earth and sand is promoted by the water absorption effect of the chaff powder 6 and the thickening effect of the marine alga extract 9 to give vegetation soil 8 suitable for plant growth.
