PROBLEM TO BE SOLVED : To shorten the impregnation time of a rare earth element component in manufacturing of a rare earth element-added glass. SOLUTION : A method of manufacturing the rare earth element-added glass includes a process for incorporating the rare earth element component into an aggregate of quartz glass fine particles by immersing the aggregate into a solution containing the rare earth element component. In the method of manufacturing the rare earth element-added glass, before the aggregate of the quartz glass fine particles is immersed into the solution containing the rare earth element component, when heat treatment is performed, the bulk density in the radial direction of the cross section of whole part being converted into the effective part of a soot preform after being heat treated to produce the rare earth element-added glass in the aggregate is controlled to be a prescribed distribution, and further heat treating is performed so that the bulk density of the aggregate of the quartz glass fine particles present at the upper part of the effective part becomes lower than that of the effective part.
