PROBLEM TO BE SOLVED : To provide a fluorescent rare earth metal complex having high solubility to a medium and being excellent in the fluorescence intensity and durability, and an illumination device produced by using the complex.
SOLUTION : The rare earth metal complex comprises a rare earth metal ion and a phosphine oxide ligand having at least one meta-substituted phenyl group bonded to the phosphorus atom of the phosphine oxide ligand. It is also necessary that the para-position of the phenyl group is not substituted.
