PROBLEM TO BE SOLVED : To provide a manufacturing method of an inorganic EL element which has phosphorus contained a desired quantity in a luminous layer and has an excellent chemical stability and light-emitting characteristics, and also to provide an inorganic EL element manufactured by the same. SOLUTION : The manufacturing method of the inorganic EL element having a pair of electrodes and a luminous layer installed between the pair of electrodes, is provided with : a first step to form a lamination structure of a first layer constituted of a phosphorus oxide and a second layer constituted by adding emission center in a rare-earth oxide; and a second step to form the luminous layer by applying heat treatment to the lamination structure.
