A rare earth permanent magnet and a manufacturing method thereof are provided to improve productivity and performance by coating and diffusing alloy powder containing an intermetallic compound on a sintered body. A manufacturing method of a rare earth permanent magnet includes the steps of : arranging alloy powder having a composition of R1i-M1j and containing more than 70 volume percent of an intermetallic compound phase on a surface of a sintered body, wherein the R1 is at least one selected from rare earth elements including Y and Sc, the M1 is at least one selected from a group composed of Al, Si, C, P, Ti, V, Cr, Mn, Ni, Cu, Zn, Ga, Ge, Zr, Nb, Mo, Ag, In, Sn, Sb, Hf, Ta, W, Pb, and Bi, and the i and j represent atomic percents and are within a range of 15
