PROBLEM TO BE SOLVED : To produce an incineration ash recycled material, free from dioxin detected by a dioxin analysis and capable of preventing the elution of heavy metals due to the hydration reaction in an accelerating test under a strongly acidic environment by a method free from environmental pollution. SOLUTION : In this method for detoxifying and recycling incineration ash, raw ash is treated in a space of a low oxygen state insulated from the outside air at a fixed temperature for a fixed time, and the generated gas is heated in the presence of a catalyst to be detoxified. The heating is carried out in the presence of a rare earth metal catalyst made from an incineration ash treated material. The method is composed of a reducing reaction treatment process and a stabilizing reaction treatment process. In the reducing reaction treatment process, the waste gas is detoxified. Before the stabilizing reaction treatment process and/or before the reducing reaction treatment process, the incineration ash to be treated is pulverized into 100-150 mesh fine particulate. The reducing reaction treatment process is carried out by keeping the incineration ash at 400-600 deg.C for 20-40 min. The incineration ash treatment device is composed of a reducing reaction treatment device, a stabilizing reaction treatment device, and an exhaust gas treatment device. |
