PROBLEM TO BE SOLVED : To provide a nonoriented magnetic steel sheet having excellent magnetic properties which avoids a load on steel making by the reduction of Ti and Sol.Al contents in the steel making, and in which nitriding in stress relieving annealing is suppressed, and the growth of grains at the time of finish annealing and stress relieving annealing is satisfactory. SOLUTION : The nonoriented magnetic steel sheet has a composition comprising C, Si, Al, Mn, P, S and N in specified ranges, further comprising 0.003 to 0.01% rare earth metals, >0.0015 to 0.005% Ti, 0.01 to 0.1% Sn and 0.0020 to 0.0050% O, and the balance substantially iron.
