The invention relates to technical systems and devices which are based on air ionisers for carrying out an active action on the Earth atmosphere and can be used for locally improving environmental situation and for locally modifying meteorological process in the impact area. The inventive system for carrying out a localised electrophysical action on the Earth atmosphere comprises a unit of means for remotely sensing the Earth, a control unit, at least one unit for actively influencing on meteorological processes in the Earth atmosphere, which is designed in the form of an atmospheric air ioniser forming a vertically oriented flow of negatively charged ions along electrostatic field lines of the Earth and the ioniser, in such a way that it makes it possible to adjust the density of the field thereof for controlling the phase transitions of water in a given area of the atmosphere, and a unit for analysing monitoring and forecasting information. In addition, the system comprises a unit for video observation of clouds from the Earth surface, a unit for combining the cloud pictures received from the Earth surface and from the space, a unit for analysing the active areas of clouds, a historical data unit, a unit for evaluating the water content in the clouds, a unit for computing the vertical height of the clouds and a calibration unit which are interconnected by means of telecommunications channels, the system being designed in such a way that it makes it possible to set up the relationship between the number of proved defined actions and the number of attempts. |
