PROBLEM TO BE SOLVED : To provide a light-emitter and its manufacturing method which hardly suffers from elution of activating elements that contribute to light emission such as transition metals and rare earth elements, and also to provide a light-emitting element manufactured by using the same.
SOLUTION : This light emitter has a structure of laminating in order a first metallic anode oxide film and a second metallic anode oxide film on a substrate, wherein the first metallic anode oxide film contains activating elements that contribute to light emission, and the first metallic anode oxide film and the second metallic anode oxide film are anodized.
