PURPOSE : A method for preparing a heteropoly acid-based catalyst is provided to increase the conversion rate of metacrolein and the yield of methacrylic acid, by controlling the pore structure of the catalyst.CONSTITUTION : A heteropoly acid-based catalyst, is prepared by adding, forming, and plasticizing a polymer organic compound having an average particle diameter of 0.15-0.4 μm. The heteropoly acid-based catalyst is expressed as PMOaAbBcCdDeEfOg, wherein A is V, Nb, or W, B is alkaline metal, or alkaline earth metal, C is Cu, Ag, Co, Ni, Pb, Mn, or Ti, D is FePO4, E is a compound including an organic acid, or nitrogen, a is a number of 5 to 12, b is a number of 0.01 to 5, c is a number of 0.01to 3, d is a number of 0.01 to 3, e is a number of 0.01 to 3, f is a number of 0 to 10, and g is determined by a, b, c, d, e, and f.?
