PROBLEM TO BE SOLVED : To provide an apparatus for converting a waste oil into a fuel source by which even a used oil containing a halogen element can be treated by using a reactor operated at a comparatively low pressure/temperature, and a dechlorinated reclaimed oil having a low chlorine content can be produced; and to provide a method therefor.
SOLUTION : The apparatus for converting the waste oil into the fuel source is equipped with an oil-reactive water-mixing means 10 for mixing an oil of a treating target with an aqueous solution of an alkali metal compound or an alkaline earth metal compound in a prescribed ratio, a high pressure feeding means 20 for feeding the oil-reactive water-mixed liquid to a dechlorination reactor at a pressure of treatment for removing the halogen, the dechlorination reactor 30 having a space in which the oil-reactive water-mixed liquid stays for a prescribed retention time under the pressure of the treatment for removing the halogen, a heat-feeding means 40 for feeding thermal energy for keeping the mixed liquid at the temperature of the treatment for removing the halogen, and a cooling type oil-recovering part 50 for recovering the dechlorinated reclaimed oil by cooling the oil-reactive water-mixed liquid subjected to the dechlorination treatment in the dechlorination reactor 30.
