PROBLEM TO BE SOLVED : To provide a treatment method of harmful waste capable of easily and certainly detoxifying and sealing harmful matter by a reduced number of treatment processes to utilize the treated matter as aggregate, a road bed material, regenerated broken stone or the like, and a harmful matter sealing and solidifying agent.
SOLUTION : The treatment method of the harmful waste is constituted of a detoxification process for charging a harmful substance such as incineration ash, soil, sludge, etc. containing the harmful matter, an additive, which contains a harmless metal ions being alkaline earth metal ions and an anionic polymeric substance, and the harmful matter sealing and solidifying agent comprising cement in a kneader and kneading them to detoxify the harmful substance and a processing process for processing the detoxified substance into the harmful matter sealing and solidifying agent usable as aggregate, the read bed material, a building material, regenerated sand, regenerated broken stone, etc. after the detoxification process.
