PROBLEM TO BE SOLVED : To provide a piezoelectric ceramic composition which has excellent piezoelectric characteristics and is excellent in the electric resistance at high temperature even if it is fired in a reducing atmosphere at low temperature. SOLUTION : The piezoelectric ceramic composition contains, as a main component, a composite oxide expressed by formula : (Pba-bMeb)[(Zn1/3Nb2/3)xTiyZrz]O3 (wherein, 0.96≤a≤1.03; 0≤b≤0.1; 0.05≤x≤0.15; 0.25≤y≤0.5; 0.35≤z≤0.6; x+y+z=1; and Me is at least one kind selected from Sr, Ca, and Ba), and further contains at least one kind of components expressed by CuOα (α≥0) in an amount of ≤3 mass% expressed in terms of CuO, a rare earth metal element in an amount of ≤0.8 mass% expressed in terms of oxide, Pb in an amount of ≤2 mass% expressed in terms of PbO, and Zn in an amount of ≤2 mass% expressed in terms of ZnO, each amount being based on the main component.
