The present invention comprises : -the electrolytic cell 2 where raw water is injected; -diaphragm for electrolysis 3 which compart electrolytic cell to the acid water generation area 5 and the alkali water generation area 6; -anode 24 placed in the acid water generation area 5; -cathode 26 placed in the alkali water generation area 6; -fossil earths put into the acid water generation area 5; -voltage applying device which apply voltage to anode 24 and cathode 26; -the filtering means 70 for filtering acid water generated at the acid water generation area 5; and -heating means 80 for heating acid water filtered by the filtering means 70. |
